Pakistan Flood Victims Receive Government Relief Aid On “Watan” Visa Cards

Pakistan Agency Renews Partnership with Visa and United Bank Limited (UBL) to Issue 2 Million Prepaid Debit Cards, Enabling the Fast, Secure and Transparent Distribution of Funds to Alleviate Humanitarian Crisis

Visa Inc. (NYSE: V) announced today that it has again partnered with United Bank Limited Pakistan (UBL) and local Pakistani agencies to help distribute relief funds to 2 million families affected by the floods. The Watan Visa prepaid debit card, funded by the Pakistan government, will be loaded each with Pkr20,000 (US$230) and issued by UBL in the coming weeks.

The decision by the Pakistani government to switch from cash to electronic distribution of aid follows last year’s successful partnership with Visa and UBL to relieve the suffering of internally displaced persons (IDPs) in the Northwest of the country through the issuance of 400,000 Visa prepaid debit cards. NADRA, Pakistan’s governmental identification agency, is working closely with Visa and the issuing bank on the deployment of cards across the country.

In addition, Visa is working with its partners in Pakistan to establish an acceptance infrastructure that allows recipients to make purchases of essential items for their families at local merchants or to withdraw cash.

The current monsoon floods in Pakistan have affected nearly 20 million people, left 4 million people homeless and destroyed thousands of villages.

Visa works with government agencies around the world to move from paper-based distribution of electronic benefits to electronic means – like reloadable prepaid cards – for everything from child support, to unemployment benefits and worker’s compensation, to emergency assistance and disaster relief.

    I am the main donor of Muhammdi Star Citizen Community board Union Counsel No.19 Watta Khail pakka Tehsil & district Mianwali one of the most affected union counsel by present flood disaster. I have been discharging the obligations as secretary of this
    CCB for Two Consecutive terms. In the recent flood disaster with collaboration of my daughter I have distributed amount worth Pak rupees Fifteen Hundred Thousands RS150000.

    While visiting the Government degree college Mianwali for the purpose of collecting the data of real victims it was revealed that more than 60% of the recipients of the relief funds were not the real victims but belonging to sound financial families many of these recipients are enjoying sound financial life in their Air-conditioned Houses and residing in the areas not affected by the flood or rain at all but Being greedy they are getting the relief funds due to their close associations, relations and affiliations with MNA, MPA or with such others involved in the process of distribution thus depriving and anguishing the real victims. It is not true that complete areas of union counsel of Watta khail Pakka or Yaro Khail is suffering from the destruction cause by the flood. For example Village Bitan, Muhammdi Town, Bilal Town, Wanda Shahoo Khailan Wala has not suffered at all and we don’t find a single house in these areas which got even a minor damage but we see vast number of people belonging to these non- suffered areas have got the relief in spite of their sound income and wealthy living.

    As the Majority of the real victims are belonging to innocent poor families who really are immune of Influencing the MNA, MPA and such other responsible for the distributions.
    So these people are really getting annoyed due to injustice and their anger may lead to affray, United Agitation, Violence and destructions of Private and Government Assets.
    It could have happened yesterday on 18th September if some peace promoters would have not acted promptly on the spot.

    Being patriotic Pakistani Think for a while Are we strong enough to afford such Violence? NOT AT ALL. So I would Request the Supreme Authorities of the Punjab Government to Stop such distribution Involve real social worker and NGOS in survey so as to bless the real victims.
